The new situation of Independent Colleges and new characteristics of contemporary college students bring about new requirements for independent college counselor's work. At present, as the independent college counselors are faced with some serious contradictions and problems, the work of further strengthening and improving their competency is in urgent need. The research introduced the competency theory from human resource management so as to explore independent college counselor's structure of competency as the selection, training, assessment and evaluation of the criteria, which will help to enhance the professional and occupational level of the independent college counselors'work.The first research includes literature analysis, open-ended questionnaires and individual interviews, which are used to collect the items of counselor competency to form the "Questionnaire for independent college counselor's competence". After the tests of 320 university counselors and factor analysis of data, the structure independent college counselor competency is founded, including emotional traits, knowledge structure, personality traits, education strategies, self-efficacy, a special ability, self-monitoring, the general ability of eight factors. It is proved that the questionnaire has good internal consistency reliability, and also has good internal validity and structural validity. It can be an effective tool to survey the counselor competence of Independent Colleges.The second research uses "the questionnaire for competence actuality of independent college counselor" to investigate 60 counselors and more than 600 college students from six colleges in Chongqing. It contains different groups of counselors in terms of gender, education, professional, and the number of years as counselor and whether won "outstanding instructor" title. Results showed that:there existed significant difference in Each factor and total scale of Independent Institute counselor's competency within the variable of educational background, discipline, length of working. Personality traits shows significant differences in gender, while whether "excellent counselor" shows no significant differences in each competency dimension and total scale. Competency assessment from students and counselors themselves is significantly different.Finally, theoretical and practical value of this paper were discussed, the shortcomings of this research are also presented, and the further research orientation is provided as well.
