Research On Funding Mechanism Based On Precise Identification Of Poor Students In Primary And Secondary Schools

The 18 th national congress of the communist party of China(CPC)first proposed th e ambitious goal of building a moderately prosperous society in all aspects by 2020.Win ning the fight against poverty is an important foundation for building a moderately prosp erous society in all aspects.The support of poor students in primary and secondary schoo ls is a very important aspect of education poverty alleviation.The party's 19 major report further points out that a sound student funding system will enable the vast majority of ur ban and rural new workers to accept education and higher education in high school.Ther efore,it is of great significance to study the precise identification method and the precise funding mechanism of poor students in primary and secondary schools.Although our co untry's local government student aid work has experienced ten years of development,but in the concrete accurate identification and accurate support for poor students there exist many problems.The student financial assistance management at the county level,both in theoretical research and practical aspects,remains to be further discussed.Therefore,ma inly using the case analysis,we have carried on the on-the-spot investigation about the s tudent financial assistance management situation of yantai qixia city,and systematically analysed the problems existing in the student financial assistance management.The main problems are that poor students recognition is not accurate,funding is not accurate,etc.These problems have already existed in most of the student financial assistance manage ment center at the county level in our country,and is deeply ingrained,so that the task of reform is very urgent.In this paper,we have studied the causes of these problems from t he department of linkage mechanism,the financial income and distribution mechanism,t he funding quota allocation mechanism,packaging support mechanism and so on.In vie w of the problems found in embarks from the actual situation,we combine with local spe cific policy and make reasonable student financial assistance management measures.Thr ough the establishment of students' family situation recognition mechanism,the countrys ide student family apple income recognition system,each department linkage,informati on sharing mechanism,and school evaluation mechanism we build accurate identification methods and index system of poor students.By establishing the diversified sources of fu nding mechanism,the most needy students pack support mechanism,multi-sectoral mech anism of support,and material support and mental health as a whole to promote mechani sms,we build a precise funding the poverty stricken students working mechanism,and pr ovide a good experience for student financial assistance management work of other localgovernment.
