Curriculum Reform of Basic Education in China has entered its ninth year, teaching reading of primary language has undergone great changes, but some long-standing problem as "high time-consuming, low-output" has not been fundamentally resolved. There are three major factors restricting the teaching effectiveness of:teacher——text, teacher——students, students——text.For today's hot issue "teaching effectiveness", ancient and modern, at home and abroad, each theory has its highlights, in order to improve primary school language teaching from different views, but so far no one tailored to today's practice of primary school language teaching. In order to provide a rather systematic theory to more front-line teachers, in this paper, the author combine the theory of "Communication Education", the theory of Text, the theory of "Inspiration" and other related theories, for sorting out a systematic theoretical work to solve the teaching reading of primary language's problems.In this paper, through the questionnaire survey, field interviews and other methods to obtain first-hand information on the 10 primary schools in Putian City, to know the current status of teaching reading of primary language. Then, with analysis, the author try to improve "how to prepare a lesson","how to communicate during the lesson" and other aspects of "teaching effectiveness"."Reading is a process of students, teachers, text's dialogue." Professor Xiao Chuan said:"Effective teaching, for teachers, which means the spirit of enjoyment, which means the acquisition and enhancement of human dignity, which means the realization of the value of life. And for the students, means that the joy of intellectual, emotional cultivate, spiritual and moral purification of sublimation.
