The 21st century is a century of knowledge explosion, the traditional eduction has been through a strong impact duing to the rapid development of net media. First, as the digital and network is promoting and popular, the teaching information resources are becoming richer and richer and knowledge content of University raising rapidly. It offers not only great services for education but also brings a new challenge for the construction and management of resources. Then the charater top-down, static, enclosed that the university are using for resources managing disobeyed people oriented education idea and gardually presented disadvanTages of the management. And the third, the college students collective intelligence is generally considered as implicit knowledge which covered in the students group. It is also one of the important part in the teaching resources, but has not been paid more attention to yet.Education obviously, is subjectted to knowledge-intensive line. School is the typical place where knowledge was spread, used and innovated. Knowledge exists in every knowledge-intensive line in our life, although the researches and practises on the knowledge management was originally from business management. It is a concept generally used, and the theory and technology is also instructive in the education area. But knowledge management did not show its real fuction due to the idea limitation. But it seems that internet has the ability to creat unlimited applications by nature. while the concept and style of teaching resouces managenment of digital campus which based on the idea and application of Web1.0 is facing difficulties, the new internet idea and application which based on Web2.0 has showed promise.Web2.0 is customers'wisdom-led, which encourages all customers discussing equally and knowledge sharing through the individual participating and creating activly. Meanwhile most services in Web2.0 are offered a better chance for learners, and it is complementary to the learing and knowledge transformation. The theory and technology gave more profound to knowledge management of digital teaching resouces in the educational field, and opened greater prospects for the construction and management of digital campus teaching resouces which based on internet.Therefore, with the help of Web2.0 knowledge management, this article is studying how to compensate the disadvanTage of digital campus teaching resouces and hoping use a way of complementary to fulfill two goals; first is to avoid apparing the situation that resouces is weak of usefulness and its management is static and closed which due to the top-down unilateral management. Second, through practicing people-oriented service idea, we should pay more attention on the procedure of learning and discovering the group wisdom,ultimately, we could fulfill the resources management method of opening, dynamic and shared.
