With the rapid development of information technology, there has accumulated a huge amount of disorganized unsorted teaching resources on the net. But the management of these resources still remains in the old information collecting and supervising mode. So it calls for great attention to the systemization and organization of the web-teaching resources and a better application and best used of them.This paper first looks into the categorization and inter-transformation of knowledge, the connotation of knowledge management, its basic function, the management of the process of knowledge acquisition and the various means of knowledge management, in order to found the unquestionable theoretical grounds for the design of the organization system of web-teaching resources.Next, on the basis of the study of the above theory, the paper goes on to classify and organize the resources of web-teaching, couples it with SECI knowledge transform pattern and the management theory of knowledge acquisition, and analyze the application of knowledge management theory in the administration of web-teaching resources from the four aspects of resource acquisition, resource organization, resource retrieve, and resource appraisal.Then in accordance with the needs of the users of these resources, the paper proceeds to expound the general system of the administration of the resources for web-teaching in view of knowledge management, proposes a systematic pattern for knowledge management and a design of the framework of the system, and discuss the dominant techniques and the realization of the system at different levels of B/S structure, and presents the detailed design of the functional module of the system with samples.In conclusion the paper sums up the whole process of the research and practice, and puts forward some suggestions for further studies in this aspect.The aim of this paper is to improve the organization and use of the resources concerned, in order to help teachers and learners better avail themselves of various resources, share and exchange those resources with each other so as to bring forth new knowledge.
