With the spreading of the pressure in employment competition, the civil service examinations become more and more white-hot. At the same time, the training needs the related civil service examinations increasing continuously. By the constantly stimulated of the training needs, the market of the civil service examinations has formed gradually. Because access threshold is too low in the market of the civil service, it becomes fish and dragons jumbled together. Some old regular civil service training institutions lose a large number of excellent trainers because of using the old management, particularly using old management system to manage excellent trainer. It made these training institutions lack core competence, and market loss become frequent. Although the TH training institution has been embarked the training of the civil service examinations for more than ten years and have became a listed company, it's also facing the impact of the market diversification. The market share opened up ever is occupying by the new institutions. Using the correct methods to strengthen its own competition in the industry becomes the primary task. For these reasons, the author applies "Human Capital Core Competence 4P3C Model" and the study results in human capital proposed by the famous scholars in international, take the TH training institution to the model to analyze and research the human capital strategy, then proposed the general idea of how to through implementing human capital core competence strategy to strengthen the industry competitive.This paper includes four parts mainly:firstly, introduce the whole market of civil service examinations training and research the China's .market of civil service examinations training. To propose the problems and solutions in our civil service examinations training market. Secondly, take the TH training institution to the model, research the management and the problems in it, and analyze its core competence deeply. Thirdly, based on the second part, proposing the importance and necessity in the TH training institution implement core competence strategy. Apply "Human Capital Core Competence 4P3C Model" to design and research the whole idea in the TH training institution implement core competence strategy, and propose some Advices. Fourthly, to take the vision to Chinese whole training industry, propose the strategic idea, prospects and trends in our training industry, to make the study be more useful and universal.The main contribution in this paper is applying "Human Capital Core Competence 4P3C Model" to analyze and research the TH training institution, and propose the reasonable advices. The main advice is through implementing human capital core competence strategy to strengthen the industry competitive. This idea is suitable in the TH training institution, but also it is important in other training institutions, it is useful for the specification in our training market.
