The 21st century is a century of knowledge economy. The knowledge economy is the economy that integrates knowledge and talents. Today, the competency of a country depends on the competency of talents more than on any other factors. We can say that the essence of knowledge economy is talent economy. Therefore, to recruit and retain talents is crucial to enhance the competency of Zhuhai.This paper is based on the standpoint of public human resource. The knowledge of human resources and human capital is used to analyze how to enhance the talent competences. The results will be applied on the Talent Planning and Talent Development of the Zhuhai Municipal Government. Introducing, retaining, and optimizing talents has a significant impact on the enhancement of the talent competence of Zhuhai. Applying the recent research results on talent competency, the paper analyzes the problems of Zhuhai's talent policy focusing on three important steps and proposed solutionsThe full text of this paper is divided into five parts:The first part is the "Introduction" section. This part introduces the origin of this study, related previous research, and the perspective and methods of the research. Talent is the key factor in economic growth, but it has gained little attention in China. The neglect of talent competence leads to the incompetence of Chinese human resources, which is detrimental to the economy. The paper focuses on the method of overcoming these problems.The second part defines the "basic concepts". It is very important for us to know the basic concepts before we do research in a certain area. To define the basic concepts, differences and relations of the human resources and human capital is the main function of this chapter and also the key to enhance the talent competence of Zhuhai.The third part is "the theoretical foundation and significance of enhancing the talent competence of Zhuhai ".Enhancing the talent competence of Zhuhai is a huge systematic project. Except for basic knowledge, the theoretical model of human resource management and human capital theory are also necessary. Only in this way can we perform well in enhancing the talent competence of Zhuhai. Meanwhile, "practice is the sole criterion for testing truth" . The suggestions in this paper are both rational in theory and feasible in reality.The fourth part is "the current situation of Zhuhai's talent competence". All of the analysis is based on the statistical data gathered from bureau personnel of Zhuhai. In this chapter, the author aims to dwell on all kinds of talents in Zhuhai and identify existing problems. The identified problems include: need to improve administration and the public service efficiency, small economy, shortage of top talents, talent policy and speed of economic are not compatible, and lower-income. Some solutions for these problems are provided in later chapters.Part five is" the corresponding strategies and suggestions of enhancing the talent competence of Zhuhai". After careful analysis of the present situation of Zhuhai's talent competence, we conclude that Zhuhai Municipality should make improvement in developing and utilizing human resources., Three suggestions are provided to address these problems: to implement the strategy of human resources development, to establish a suit of scientific and rational assessing systems, and to improve talent service. In the end, the paper tries to summarizes the research results of how to enhance the talent competence of Zhuhai. Finally, we should keep in mind that the enhancement of talent competence is a long-term project and requires a lot of efforts.
