Rural basic education is the priorities and difficulties of the national basic education , and physical education in rural areas is an important component of basic education.To give full play its due role in quality education, we need a number of high-quality physical education teachers. Therefore, PE teachers should study continually and improve their overall qualities and abilities to meet the demands of social and educational development.By means of the documents, questionnaire, interview, statistics, logical analysis,the paper investigated the continuing education of physical education teachers in rural schools in Heilongjiang province, and discovered chiefly some problems in the following aspects: Awareness of the continuing education was not comprehensive enough,continuing education was still mainly to academic education,participated in continuing education with some utilitarian purpose, a single form of participation,and less practical courses ratio of the curriculum area,and continuing education faculty is not perfect, the main factors of affecting continuing education is the training funds, engineering conflicts, learning content,etc, These factors severely restrict the development process of the primary and secondary school physical education teachers in continuing education in rural areas of Heilongjiang Province. Thus,to slove the above problems, this paper combined with the actual situation and features of Heilongjiang Province,and made the following Development Strategies.Such as update concepts, the ideological education, publicity work in continuing education; increasing funding for investment in continuing education,using multi-channel financing, strengthening continuing education curricula, improving continuing education content,there will promote to make it more focused and timely. Using multiple channels of education, in order to provide more continuing education opportunities for physical education teachers, to strengthen the teacher to ensure that continuing education quality, etc., to make the physical education teachers'continuing educationas in primary and secondary rural school in Heilongjiang Province do well.
