Jiangxi Province Rural Minimum Execution Policy Issues

Rural minimum policy is an important part of social security policy. Effective implementation of rural minimum policy not only is the responsibility of the government at all levels, but also about the livelihoods of hundreds of millions of people. Because the effective implementation of rural minimum policy provide a reference for all levels of government in the rural minimum execution policy decisions, help improve the government’s credibility and authority. Effective implementation of the rural minimum policy also help to reduce the gap between urban and rural areas, promote the welfare of rural residents, improve and enhance the living standards of rural residents, thus easing the contradiction in our people’s livelihood. Although rural residents’ policy implementation is of very importance, a series of problems have existed such as shortage of system implementation, abuse of power Dereliction of duty, the low efficiency of enforcement agencies and actuators in the process of policy implementation. How to effectively handle and solve these problems, not only is beneficial to improve policy enforcement of villages, but also beneficial to the improvement of the government credibility and the stability of social harmony.Taking Fengxin County as an example, its policy implementation of rural residents is mainly described from the four aspects.The first chapter is introduction. This part mainly demonstrates the background and significance of the research, analyzes the necessity and feasibility of the system of rural residents. It is an important theoretical significance for people to correctly identify the system of rural residents. Secondly, the paper expounds the current related research status at home and abroad, explains the theoretical basis related to research, finally illustrates the contents and the methods of the research.The second chapter is the analysis of current situation based on the policy implementation of rural residents at Feng Xin County. Learning the whole situation of minimal execution at Feng Xin County by the means of data access and field investigation and analyzing concretely and deeply the research results, it has proven the problems in the implementation process of rural residents at Feng Xin County.The third chapter is Feng Xin county rural residents’ execution causes of deviation analysis. It analyzes the policy, policy practitioner, policy audience and the background and culture of the policy implementation, finds out the specific reason for the problems which is beneficial to find out the solution and solve the problems appeared in the process of policy implementation.The fourth chapter is the perfection in the Suggestions and countermeasures of the execution of the policy of Feng Xin County rural residents. It promotes rural residents policy execution in these five aspects from Scientific and reasonable to design system of rural residents, improvement quality and ability of practitioners, completing the mechanism of basic government administrative, establishing the mechanism of peasant policy demand expression, building advanced execution culture.The characteristics of the article is to conduct a comprehensive systematic research in the basic of the perspective of public policy analysis and the case study in area of rural residents policy implementation where has the current situation, problem and the reasons and countermeasures. But there is some shortage. Because of the author’s deficient knowledge and social practice qualification, the theoretical analysis and data analysis was relatively coarse.
