Since the 1990s,labor dispatch has been developed and matured in China as a new form of employment.A number of government agencies have also used labor dispatch system as an important supplementary employment model to solve the problems caused by the shortage of staff due to the compilation restriction.With the development of China's tax industry,the number of labor dispatching personnel in the tax department is increasing.In the context of tax collection and administration reform,tax service is more and more valued by people,and labor dispatching personnel plays an indispensable role in the tax service work,especially after the specialization of tax reform,this part of labor dispatching personnel were moved forward to the foreground window to carry out the first-line work in the tax service hall.They face the taxpayers directly,and represent the image of the local tax authority directly.Therefore,strengthening the management of this team and improving their overall value is also a subject that needs huge research within the tax system.This paper selects the labor dispatch staff of taxation bureau in area A as the research object.In view of the issues occurred in tax service hall of area A,which includes long waiting hours of tax service,increasing of complaints,high staff turnover rate,etc,with the method of literature research,questionnaire survey and one-on-one interviews,this paper researches all kinds of information and data with multiple-angles and layers to compare.Eventually,this paper finds the management problems existing in the area A's tax bure.au,including lack of training plan,fuzzy performance assessment,lack of incentives,etc.From three different perspectives,this paper digs into the root of problems:the dispatching company,employer and employee.Then,while formulating optimization scheme,according to the above three questions and focusing on the labor dispatch service job,this paper took staff training,performance appraisal and incentive measures as the focus and strong points to optimize the human resource management system of area A's local taxation bureau,puts forward to strengthen the training system,conduct detailed examination and the specific implementation measures of multidimensional motivation.In the latter phase,through optimizing area A's bureau dispatching management,establishing smooth communication and feedback channels,improving their own quality and implementing security measures which enhances the sense of family,so as to ensure that the optimized management system can achieve the desired effect and realize the tax service level of area A to the largest extent.
