Since the implementation of the strategy of socialist new rural construction, every place implemented the new farmers’ training project, it aimed to improve farmers’ human capital and promoted modernization process in agriculture. The project has made important achievements, but comparing to the requirements of agricultural modernization, there were still many places to improve. Based on this, this paper made evaluated research on the performance of the new farmers’ training, and made the corresponding analysis on the theoretical and empirical aspects, trying to explore the factors affecting the performance of the training, and propose the corresponding solution.The paper was based on human capital theory, and had a systematic review of the existing literatural results about the training as an important form of human capital investment, and put forward the analysis framework of performance evaluation research about farmers’training project. Based on an investigation in Gaoyou City of Jiangsu Province, this paper used descriptive statistical methods and econometric models to study the performance of farmers’ agricultural scientific and technological training services, explored the impacted factors of training performance, and accordingly proposed policies. The specific research contents were: the first chapter, introduction. The paper mainly inspected background and significance, and reviewed the related literature at home and abroad, and illustrated the goal and content, determined the research method and technical route, added the innovation and shortcomings. Chapter II, basic theory research. It mainly defined all kinds of concepts which associated with this paper; then, researched the theory about farmers’training performance evaluation from human capital, the lifelong education, education economics, public goods, performance evaluation, then put forward the analysis framework. And this chapter could provide the theoretical basis and expand the thought for the empirical analysis. Chapter III, the empirical study in affecting factors of the farmers’ training in Gaoyou City. Based on the analysis framework, using the questionnaire data, for those farmers that had been trained, using the operating capacity, the number of items of new technology that adopted, and the agricultural incomes, the degree of organization four indicators to measure the implementation performance of the project, then used the Multinomial Logistic Regression method to analyze the influencing factors. In addition, the four performance indicators were given weights, then analyzed the influencing factors of total performance. Chapter IV, the main conclusion and suggestions. Mainly establishing the optimization of new farmers’ training guiding ideology and the basic principles, at the same time, put forward specific policy recommendations around the government and training institutions. And the main conclusions of this paper was:the influencing factors of new farmers’ training performance in Gaoyou City was the level of education, family income, family agricultural income, training mode and training content, among them, the level of education and training performance were negatively related, and the rest of the four factors were positively correlated with the training performance.
