The Problems And Countermeasures In The Management Of Scientific Research Funds In Institutions Of Higher Learning In China

With the continuous development of market economy, especially after our country became the world’s second largest economy, the role of science and technology innovation is increasingly prominent. Governments at all levels in China have also put forward the major strategic decision to build an innovation-oriented country, and promote innovation-driven development, which is associated with national substantial increase of investment in science and technology. In May, 2012 countries have officially launched the "211 plan", marked the country after the "211 project", "985 project" after another important strategy. Colleges and universities and scientific research institutions is the direct beneficiaries of the strategy, scientific research funds accounted for the proportion of their funds more and more big. Along with the increase of scientific research funds, and the social from all walks of life focus on scientific research continues to grow. How to effective distribution of scientific research funds, give full play to the value of scientific research, to promote the constant improvement of China’s scientific research management mechanism and innovation, and promote the standardization of the scientific research management and the rationalization process, improve the use efficiency of scientific research in colleges and universities, etc., has a certain theoretical significance and practical significance.This article first summarizes the research of the theory and its development, related theory and the scientific research funds management experience abroad, based on one reviews the research status at home and abroad, using comparative study, case study, literature research methods, such as in the current situation of the scientific research funds management of our country, analyze the problems and reasons in the developed areas as well as to the scientific research funds management mode, on the basis of the experience for reference, puts forward some countermeasures to China’s scientific research management mode.
