In these years,with our country stride forward to the innovative-oriented country,as the backbone force of the construction of the state innovation system,scientific company undertake the major task of technical research and development to lead the economic construction.With the continuous increase of scientific research funds in China,the scale of funds controlled by scientific institutions has also increased year by year,a basic level scientific institution is likely to get hundreds of millions of funds for scientific research at any time,it has become a hot topic to strengthen the management of scientific research funds in scientific institutions.At present,the management of scientific research funds in scientific institutions has also experienced the management mode expand from small to large,from extensive to fine,to carry out unified management and centralized accounting.Although the state published laws and regulations more and more perfect,for now,due to the comprehensive influence of internal and external causes,management and use of scientific research funds in scientific institutions.From the view of the supervision and inspection in recent years and the reflection of the public,various problems have emerged in the process of scientific research funds used by scientific institutions.There are some defects in the built-in control of funds in a few scientific institutions,which results in breaking the laws and regulations in the management of scientific research funds.In order to strengthen the importance of scientific research funds management in scientific institutions,we should establish a regulatory system that is compatible with the objectives and tasks of scientific research,National Science and technology system,fiscal system and related policies,strengthen the scientific research capacity of scientific institutions,stabilize social order and build a harmonious society.This paper starts with the theoretical analysis of research funding,and then combines the research and contribution at home and abroad,taking the example of research funding management in a computing center of Shandong.The research on cases and literatures is carried out together,using the method of data analysis,inductive reasoning to analyze and find the current situation and problems to be solved in China.In addition to the introduction and conclusion,this article is divided into four parts.The first part is the overview of research funds management.This chapter describes the meaning,content and purpose of research funds,and makes a brief review of the reform process of research funds management in China.On the basis of the current situation of scientific research funds management in China’s institutions,it provides a theoretical basis for further research on scientific research funds management in scientific institutions.The second part is the analysis of the reasons for the existing problems in the fund management of scientific institutions.Taking a computing center in Shandong as an example,this paper analyzes the attribution of scientific research funds management from three aspects: the organizational structure of institutions,the management system of research funds and the status quo of "heavy project and light management".The third part is the existing problems in the management of scientific research funds in scientific institutions.The main content of this chapter is taking a computing center in Shandong as an example.It briefly introduces the background of a computing center in Shandong,the effectiveness of scientific research management and the management process of scientific research funds.The social background is expounded,The author believes that develop rapidly of science and technology in China and the continuous increase of research funds,the management of scientific research funds and the inefficient use of funds are widespread in scientific institutions,which needs further strengthening and standardized management.The fourth part is the countermeasures and suggestions to improve the management of scientific research funds in institutions,which is the key part of this article.This chapter from the aspects of improving scientific research funds management system,strengthen scientific research,strengthen the budget management of funds for scientific research funds audit,improve the management of research funding levels were analyzed,and promote orderly scientific and effective management of administrative institutions of scientific research funds.The author believes that under the environment of high growth and high supervision of scientific research funds,it is imperative for scientific company to enhance the administrate level of scientific study outlay and establish a long-term supervision mechanism.
