Our country is an agricultural country. Solving the issue concerning agriculture is a matter of the national economy and the people’s livelihood with the rapid development of social economy. Farmers, agriculture, rural areas are in a vulnerable position under the condition of market economy. It’s the basic way of solving the contradiction between "Small Famers" and "Big Market" to increase farmers’ income and promote agricultural modernization. Farmer cooperative occurred in these conditions. Talents in famer cooperative are the leader of reforming rural economic and the pioneer of innovating rural management system.Human resource evaluation index system in this paper is based on Resource-based theory, Expert scoring method and so on. There are five level indicators, including quantitative index, income index, time index, quality index and organization index. There are twelve secondary indicators, such as membership number of variations. Index weight is calculated by the AHP. And then, evaluate some farmer cooperatives of Shuangliu. The results show that the farmer cooperative face some problems including management concept and post evaluation. The author puts forward five suggests witch including changing ideas to Enhance the level of talent management of developing the human resources in the last.
