Research On Optimization Of Shareholding System Of State - Owned Fisheries Company

With the speedy development of China’s market economy, shareholding system, as a special enterprise organization form, having experienced decades of exploration and practice, has not only established certain strengths in both capital structure and operating management, but also played promoting role in improving management efficiency as well as in meeting the needs of operating management of enterprises. Integrating the practical operation and reform process of state-owned enterprises(SOEs), the reform of SOEs should head for shareholding system. The newly-established pluralized enterprises can not only enhance the vigor of SOEs, but also boost the market competitiveness of SOEs. In addition, during the course of system reform of SOEs, the assets reorganization and property clarification possess important significance for driving SOE development and satisfying the needs of market competitiveness.In this article, the state-owned aquatic products company “A” is chosen as the target to research its property issues involved in the shareholding reform of SOEs as well as the patterns of ownership reform, which is an impetus for the development of Company A. Therefore, greatly developing shareholding economy to realize the pluralization of investment is an issue which must be studied for Company A during its shareholding reform. Through induction, analyses and reviews to the research achievements, the shareholding reform mode of Company A is explored and researched in terms of the process and steps of reform. At the same time, the necessity and urgency of shareholding reform is also elaborated. Through the comparisons between property and property pluralization and between acquisition of management and shareholding of employees, it is concluded that the implementation of any single form of property cannot satisfy the demands of Company A for its shareholding reform. We need to make reasonable selection and conduct distinction according to its actual situation on the basis of the research on the property diversity of shareholding reform of Company A. Through the research on the design principles of reform projects and the issues to be noticed in the reform, especially in property relations, personnel placement and equity setting, the relatively rational countermeasures are put forward under the current circumstance, forming a mixed reform mode of property pluralization.As far as the SOEs are concerned, shareholding reform is an inevitable demand for the development of SOEs. The reform cases of shareholding system may provide SOEs with some references in their reform.
