Research On Urbanization Quality Of New-type Urbanization

With the global economy going weak and sluggish, the Chinese economy have been forced into the "New Normal Stage", symbolized by restructuring the economy and pursuing efficiency, which calls for increase in quantity and quality as well as the share of the economic benefits among all the residents. The New-type Urbanization and Basic Public Services, characterized by people-oriented and improving social welfare, respond correctly to the two aims. Meanwhile, "Urban Disease" such as traffic congestion and urban haze has tortured China’s urbanization, decreasing the multi-welfare of the residents. It is highly urgent to direct the quantity-oriented classical urbanization to quality-oriented New-type Urbanization with the help of Basic Public Services which have important practical significance in protecting of the fundamental rights of residents, improving overall social welfare and urbanization quality. Therefore, it is particularly noteworthy measuring the quality of urbanization from the perspective of Basic Public Services. In the "New Normal Stage", can the quality-oriented New-type Urbanization achieve the era task of "structural adjustment, domestic demand expansion and economic promotion"? How about the urbanization quality in terms of elements across China? Will too much emphasis on urbanization quality slow down the process of urbanization and inhibit economic development in less developed areas due to the allocation of resources in unproductive areas of the economy? These are very interesting questions concerning the New-type Urbanization. To answer these questions, a through Urbanization Quality Map ofNew-type Urbanization of China is depicted.The New-type Urbanization Quality Map should contain not only the element-dimension of the factors that constitute the urbanization quality assessment index system, but also the time dimension of urbanization propulsion efficiency, namely the progress of urbanization, changes of urban size and its economic effects. This paper mainly contains Four parts:First, explore the urbanization progress efficiency under the influence of Basic Public Services, especially on the economic effects of urbanization progress between urban and rural areas, from time dimension. Second, construct a quality assessment model of urbanization on 31 provinces of China after giving a solid theoretical foundation on base of Tiebout’s "Consumer-voter" model and the maximum social welfare of Welfare Economics. Third, investigate what effects urbanization quality has on urbanization and economy progress. The empirical analysis shows that urbanization does have positive impact on economic growth, structural adjustment and domestic demand expansion. Only reasonable rate of urbanization can narrow the income and consume gap between urban and rural areas. The urbanization quality in terms of element-dimension ladders downward from east to west with little exception. Urbanization quality has significant promotion on the urbanization progress and economic growth per capita GDP, especially in the long term. Finally, to improve the urbanization quality and thus promote a healthy economic development, constructive suggestions such as deflecting basic public services to rural areas, constructing concerning institution of guaranteeing basic pubic services supply efficiency and funds are put forwarded accordingly.
