The level of urbanization reflects the level of economic and social development in a region.In recent years, with the continuous progress of urbanization process in China, the level of urbanization continues to improve, but the extensive mode of development has also brought many problems, such as environmental pollution, waste of resources, and low life satisfaction of residents, which restrict the healthy and sustainable development of urbanization. Chinese urbanization development has entered a new stage. Chinese characteristics of new urbanization is a inevitable choice to achieve economic and social sustainable development. As a populous economic province, Shandong Province need to further promote the new urbanization process,and improve the level and quality of new urbanization, which is great significance to develop economic and social, and improve people’s living standards.It is fundamental to evaluate the development level of new urbanization scientifically,reasonably and objectively for studying new urbanization development and making development strategies. In the past to measure the level of urbanization, mainly urban population to represent the total population, but the connotation of new urbanization is very rich, it is difficult to accurately measure the level of new urbanization with a single index. Based on new urbanization connotation and existing research results, this paper selected indicators in six aspects of the population urbanization, economic urbanization, infrastructure urbanization, residential urbanization, environmental environment and rural-urban integration, building a comprehensive evaluation index system and using AHP to determine the weight of each index, to evaluate the level of new urbanization in Shandong Province. The results show that the level of new urbanization in Shandong province increased year by year from 2004 to 2013, and the growth rate of each year was significantly different. Infrastructure urbanization, economic urbanization,residential urbanization and environmental environment grew faster. Population urbanization grew slower, and rural-urban integration grew slowest. Through the analysis of the new urbanization level of 17 cities in Shandong Province, we can see that the regional difference of the new urbanization level was relatively large in Shandong province. It can be roughly divided into four levels, the highest level type, the higher level type, the level of medium type and the lowest level type. The new urbanization level was the highest in Qingdao city and Ji’nan city.The new urbanization level was higher in Shandong Peninsula and the middle area of Shandong province, and it was lower in the northwest and southwest regions of Shandong province. The same city in different aspects of development is not balanced, there are advantages anddisadvantages of their own development.At last, according to the above analysis, the strategies of improving the level of new urbanization in Shandong province were put forward from the reform of the household registration system, optimize the layout and form of urban and rural areas, improve the allocation of urban and rural areas, and strengthen the construction of ecological civilization.
