With further development of economic globalization and the accelerating internationalization trend of industrial division, it appeared a more frequent multinational human resource flow around the world. So there is a requirement for internationalization standard of human resources development and management. This paper focused on the formation path of National Qualifications Framework(NQF) institution, which is a general human resources development method in many countries. I try to explore a suitable Chinese national qualifications framework formation, in order to realize the scientific evaluation of talents, and finally support rational allocation of human resources effectively.This research started from the demand of national qualifications framework institution in China and focused on the operational level of the system construction. The object of research is "formation path". The research firstly introduced related concepts of NQF institution and theoretical system. Through the literature analysis, crossing method and comprehensive analysis, I examined the changing environment, motivation, mode, construction foundation, the basic orientation, basic path, main construction steps and key content of national qualifications framework system. Finally, I put forward following innovations: based on the "environment- belief- system" theory of Douglass C. North and systematic analysis of exiting practice in the world, I extracted two main paths: evolutionary mode and refactoring mode and thought the latter one is fit for China. Through dialectical analysis of our exploration practice in NQF, I put forward the basic orientation, function, scope, management system and technical specifications of Chinese system, and give some suggestions on main steps and key tasks for institution construction.
