Currently, China is confronted with a severe stock of the commercial housing. Under the global economic downturn, the huge stock of commercial housing takes up large social capitals, depresses the economic vitality and is likely to trigger systemic economic risks. Meanwhile, the economic management of the demand-side is losing its former efficiency. The problem of the huge stock should be solved immediately with the reform of the supply-side. A long-term positive industry of real state should be established.Firstly, reviewing and analyzing the reform of the supply side and the research on the de-stocking, the paper puts forward practical theories of the supple side reform that are suitable to the current de-stocking of commercial housing. Secondly, based on the two-phase model of the irrational stock of commercial housing that is caused by the spread of the information of market demand and supply and is driven by the interests of the supply-side, the paper explains the forming causes of the irrational stock of the commercial housing and brings up measures and theories of de-stocking. Thirdly, on the basis of the Western Region, the paper discusses the regional differences of the stock and the de-stocking situation of the commercial housing. The paper concludes five main problems:the stock of the commercial housing in the Western Region is extremely huge and the de-stocking process is fairly low; the regulation of the central government takes on effect and needs reforming; the local government has difficulty in controlling that without clear targets; the financial agencies are in collusion of each other, resulting in the accumulation of risks; the real state companies are lack of vitality and initiative. Finally, according to the above conclusions, the management of the supply-side and the improvement of the housing value, the paper provides the four major suppliers with suggestions about the reform of the supply-side that aims at the de-stocking of commercial housing in the Western Region in China.
