The transformation and upgrading of coal industry has a significant and far-reaching historical and practical significance to the economic and social development in Qujing. From 2002 to 2011, coal industry of Qujing city experienced the real "golden decade" as same as the whole nation. During this period, the production and sales of the coal in the whole nation increase, coal prices rise, coal related industries are well developed, the coal industrial economic present thriving scene. However, since the second half of 2012, affected by the impact of the global economy is fatigued and weak, the domestic economic slowdown, coal serious supply exceeds demand unfavorable situation, the coal industry gradually entered the historical turning point, mainly for the lack of demand for coal products, prices fell sharply, coal product unsalable serious, a large number of coal enterprises loss of enterprises, coal related industries’ economic downturn, the coal market has become from "seller’s market" into "buyer’s market", and showed no signs of easing. In 2015, the situation is more serious, all the coal industry completely went into the "severe winter" period, become a hot topic in the present. Qujing City is the second largest city in Yunnan Province, is also the important industrial and coal production base, It’s coal industry occupy the "half" of the whole coal industry in Yunnan Province. It is a typical coal resource type economy area. Coal is also the main pillar of Qujing City’s economic lifeline and tax revenue, in terms of Qujing City, the hope of economic development is the industry, the foundation of industrial development is the coal, the rise and fall of coal directly determines the rise and fall of the city’s economy, it’s especially obvious that the coal industry’s development trend reflects in the city of Qujing. Therefore, the current research of the transformation and upgrading development of the coal industry in Qujing has a good time and geographical representation.By now, the domestic and overseas’ research on the transformation and upgrading has been relatively mature, and also has the extensive research on the transformation and upgrading of the coal industry, but the research contents mainly biased in favor of the technological level and enterprise angle, the research stands in the angle of public management policy is less, especially the policy research of Qujing City Coal Industry Transformation and upgrading. Therefore, in-depth study of Qujing coal industry transformation and upgrading can further enrich and develop the coal industry transformation and upgrading of research theory. This article stands in the angle of the public management of the government, takiing the Qujing City Coal Industry Transformation and upgrading development policy as the research object, through deeply investigation on Qujing City coal industry basic situation, transition upgrade existing policies and organization, carefully analysis on the problems and reasons existing in the policy implementation, and putting forward suggestions to perfect the Qujing City Coal Industry Transformation and upgrading development policy.
