Research On The Path Of Coal Industry Transformation And Upgrading In Yulin

Yulin is one of the most important energy and chemical industry base in China. The abundant coal resources play a core role in coal industry rapid development, and it strongly support both the economic and social progress. But since 2012, coal price had continued to fall, bringed serious impact on the coal industry development in Yulin. In addition, at present there is carbon emission redunction pressure and environmental pollution in the development process of coal industry, which should be regarded as an urgent priority. In view of this, the paper reviews systematically the domestic and foreign research, and studies the path of coal industry transformation and upgrading in Yulin by theoretical and empirical, qualitative and quantitative analysis, the main conclusions of the research are as follows:(1) Based on analyzing the current situation of coal industry in Yulin through SWOT analysis, the paper proposes industrial extension and industrial diversification development strategy by virtue of the resource advantages, cost advantages and policy support. And then, proposing the target of coal industry transformation and upgrading and analyzing the influence factors of transformation and upgrading in consideration of basic factors, behavior factors and constraint factors. These works play a fundmental role on the choosing transformation and upgrading paths of coal industry in Yulin.(2) The paper analyzes the paths of industrial transformation and upgrading, and proposed that three different paths, namely vertical deep processing and conversion, horizontal transformation and utilization of associated minerals resource, the coupling of industry chain. Based on the analysis of different paths, the paper put forward the paths of industrial transformation and upgrading in Yulin, mainly covers coal-based chemical industry, coal-based power, and coal based polygeneration, including coal tar hydrogenation into the oil, carbocal-magnesium metal, coal and salt chemical industry into PVC, coal to olefin, coal to aromatics, coal-based gas, coal-based oil, coal-based power, pyrolysis of coal production and coal gasification polygeneration.(3) Based on the results of influence factors analysis and literature collection, the paper constructs evaluation index system, sets up assessment model of the paths of coal industry transformation and upgrading by AHP and gray correlation analysis and the ten paths are assessed with Matlab. Finally, the paper is to give the priority order of coal industry development in Yulin on the basis of the paths evaluation.(4) The paper puts forward some suggestions for coal industry transformation and upgrading. Including: Pursuing integated planning by the goverment, and improving rational allocation of resources; Relying on the industrial park, play a cluster effect; Enhancing scientific and technological innovation, and striving to introduce high-end talent; Improving the investment mechanism, setting up the risk pre-warning mechanism; Adhering to the recycling economy development idea, reducing the pollution of the environment; Optimizing the industrial structure, improving the development of non-coal industries.The above results will provide more important reference value for the coal industry transformation and upgrading in Yulin and other similar coal-producing region.
