| Since the reform and opening up,China's economy has been developing rapidly for 30 years.Under the influence of one-sided pursuit of GDP scale,however,every reigon and every city pursue the project which they consider it as a good one,actually it is not.They just focus on the data while ignore the sustainability of the rationality of the industrial structure and economic growth,thus this phenomenon restricts the development of China's economic health.As the old industrial base of China,northeast of China has made a historic contribution to China's construction of an independent and complete industrial system,which is known As the oldest son of Republic of China.However,along with the reform and opening up gradually,formed from the vast proportion of the single economic structure has been unable to adapt to the new situation.Since this century,the northeast economy began to deadline gradually,even the economic growth is at the bottom of the list.The party central committee and state council has attached great impotence to the new phenomenon.Anshan was the cradle of the steel industry of new China and was reputed as the steel capital of the Republic.However,As the northeast's largest iron and steel industrial city,Anshan also encountered the same problem,single industrial structure,resource depletion,serious environmental pollution problems,causing a downturn of Anshan growth and negative economic phenomenon.It's urgent to increase Anshan industrial upgrading and economic transformation.As an important means of regulating economic and social operation,public policy plays an important role in promoting regional industrial upgrading and economic transformation.From the perspective of public policy,this paper makes an in-depth analysis on the current situation and problems of Anshan industrial structure and economic development.On the basis of this,the current public policy of promoting industry and economic development in Anshan is sorted out and deficiencies are analyzed.Basing on the analysis of the policy of industrial transformation and upgrading of the old industrial areas at home and abroad,the policy system puts forward to promote the upgrading of Anshan industry and economic transformation.It is expected that the research of this paper will help to promote the industrial transformation and economic recovery of a large number of old industrial bases represented by Anshan. |
