Research On The Establishment Of Coal Industry Alliance In Anhui Province To Promote The Transformation And Upgrading Of Resource-based City

China’s economy is currently in a critical moment of the three periods overlapped."High speed, excellent structure, new power, more challenge" become the new normal for the economic operation. The growth of investment,industrial use of electricity industry and the main industrial product output is slow further.The coal enterprise’s profit declines.At the same time,China’s coal production capacity is excess,one hundred million tons of production capacity under construction waits for release,coupled with the rapid fall of international oil prices and the impact of the Australian and Indonesia imported coal on the domestic coal market,the development of China’s coal enterprises is struggling.The deepening crisis of coal industry makes the sustainable development of resources city which takes coal industry as its leading industry face the challenge.Reform is imminent.In order to make large coal enterprises in Anhui province gradually become the organizers of the industry chain and out of the traditional coal production pattern and dilemma of simply digging and selling coal, this paper takes the emerging new mines "hosted" mode as a platform and strives to explore a industrial overall development path,which can make superior enterprises restructure their regnant resources through the market form and means.Coal industry alliance will walk from loose and not fixed cooperation to close and stable complexes guided by the market and policy.This industry alliance will form the efficient operation and production capacity systematically,which can enhance the industry competitiveness and influence through the module combination and fine management of Anhui regnant coal industry resources.This paper aims to apply foreign industrial alliance theory,which can stabilize industry chain collaboration and reduce transaction costs,to reinventing our traditional backward coal industry with low output.This can not only enrich the industry alliance form but also improve the system of industrial alliance theory.Through restructuring industrial regnant resources with projects as the core,this exploring alliance path can effectively solve the problems of the transformation and upgrading of coal industry and resource-exhausted cities and integrate the coal industry into the modern industrial system as soon as possible.This paper is divided into seven parts:The first chapter is introduction,including the research background,purpose, ideas, methods and innovation.The second chapter is the literature review.It talks about the domestic and foreign theory studies and practice results of stablishing industry alliance, industry integration and promoting resource-based city transformation and upgrading.The third chapter discusses the necessity and feasibility of the establishment of coal industry alliance in Anhui province.From the angle of necessity,under the background of deepened coal industry crisis and depression of macro economy,if the coal industry wants to change the gloomy outlook, it must seek the breakthrough of industry reform, restructure the industry chain with a new idea,improve labor productivity and establish the big coal management operation mode.From the angel of feasibility,the market system is constantly improved.The information technology and modular division of labor organization technology are widely used and social production conditions are continuously mature."Hosted" model is emerging and it separates the investment and production. This model helps managed enterprises give full play to superiority and form professional entrepreneur team.Coal enterprises have been polarized by the crisis. Superior enterprises speed up to be the industry leader,and inferior enterprises speed up to be knocked out in competition. Coking coal futures and power coal futures are traded on the market. The domestic coal market speeds up the pace of the integration.These provide the soil and conditions for the establishment of coal industry alliance.The fourth chapter elaborates how to establish Anhui coal industry alliance by means of relying on and restructuring superior resources.First,put forward the tentative idea about the industry alliance connotation and organization framework.
