Along with the rapid development of network technology, the third party payment enterprises as a new non-financial form, with its network, prepaid, mobile and other combination of financial methods and the emergence of new financial derivative products, to bring more innovative financial. Third party payment agencies,’that into the policy to accelerate the channel, more companies are springing up; As the core of enterprise management, human resource planning has become the driving force of the reserve talents and the rapid development of this industry. Therefore, it is of positive practical significance for the research of human planning in this field.This paper combs the domestic and foreign relevant prepaid development present situation, combining project management theory with human resource management theory, summarize the application value of the human resource planning of the non-financial institution prepaid project. Through the analysis of the project risk and human resource planning problems to planning the preparation of human resources. The implementation steps and structure model of human resource planning are summarized, countermeasures and suggestions are put forward to the project.This paper, sort out the development status of the prepaid cards and the relevant theoretical basis of human resources management, takes the City Pay project as the research case, combing the project background, from the perspective of human resources planning, technical process, management, organizational behavior, human resources and other disciplines of theoretical knowledge and methods, based on the theoretical knowledge and methods, and draw the technology, market, financial industry talent combination of logic, the project and other similar projects across the region, cross industry development.
