With the development of economy, water conservancy is more and more related to economic development, and the construction of water conservancy will put more emphasis on the organic integrity of social, economic and environmental interests. The improvement and development of social economy and water conservancy industry contribute to the conversion of conventional water conservancy to modern and sustainable water conservancy. Water conservancy industry is human oriented; human resource is the key in promoting the development of water conservancy industry. Enhancing their quality is a new concept of realizing water control, and the foundation and precondition of finishing the task of water conservancy in new era. The development of water conservancy will be very difficult without a team of high quality human resource.There are almost no human-resource planning corporation that combine the establishment and organization of development strategy in water conservancy industry especially scientific research institutes, this greatly holds the development, utilization and implementation of human resource strategy. As a typical Institute in the water conservancy industry, BF Planning Institute has certain representative in human resource management and human resource planning, the situation and problem it confronting and encountering have great commonness, therefore this paper aims at exploring the forecast method for dynamic strategic plan of human resource of BF Planning Institute, and putting forward measures and countermeasures for implementation of the human resource planning so as to improve comprehensive competition, realize sustainable development and to give some reference to other related enterprise improving the healthy development of water conservancy market, enhancing business competition, quickening the step for participating in international competition, and giving a new and larger contribution to our country's water conservancy and water power development.Firstly, this paper theoretically elaborated the related concept and content involved of human resource planning. Secondly, this paper analyzed the present situation and the internal and external environment of BF Planning Institute in detail, and then, associated with its strategic target and market situation forecast, this paper analyzed the BF Planning Institute's human resource demand using the quantitative and qualitative analysis method, forecasted the human resource supply using the model of personnel replacement and had made the plan of human resource in the future three years. Lastly, in order to guarantee the implementation of human resource planning and the realization of enterprise strategic target, a series of implementation measures had been made, the primary measures are as following: Promoting the status of human resource management in BF Planning Institute; Carrying on the work analysis and the post disposition, making recruitment plans, developing the staff training programs, emphasizing the staff profession career planning and management; Establishing the fair and rational performance appraisal system and fair and effective system of incentive recompense, Building the people-centered and excellence-pursed excellent corporate culture and establishing the human resource management information system and etc. Associated with BF Planning Institute's practice, this paper put forward the concrete projects and operation methods about some measures. Only has the company strategies and the human resource practices completely unified, can BF Institute win the competitive advantage in the intensive market competition.
