F Optical Cable Company, located in Yangtze River Delta economic zone, is a manufacturing enterprise established and developed under the southern Jiangsu Province economy mode. It is a company in optical communication industry committed to the R&D, production and sales of optical cables. Its demand on workers keeps on increasing as its shareholder, a sub-group company grows and expands. However, labor shortage has attacked Yangtze River Delta area which leads to severe shortage of workers in labor incentive companies. F Optical Cable Company also encounters such an embarrassing situation in which development is hindered because it cannot hire enough workers.Factors influencing shortage in China labor market includes population policy, area difference of economic zones, structural change and so on. The shortage is strengthened by labor incentive mode, simple management and change of employee’s quality and their growth need. Based on the external and internal environment of F Optical Cable Company, the paper starts from recruiting steps, analyzes job characters and population differences. Forces influencing the labor flow are studied in this paper based on Push and Pull theory to find psychological need of workers and factors which can strengthen the pulling force of the company. And implementing plans are recommended in this paper. At the meantime, suggestions to the local government on relieving the labor shortage is raised to ease recent recruitment burden.This paper attempts to give directive suggestion to adjust the HRM concept in sub-group company using cases, and to make suggestion on area and industry choice and product positioning for the company’s future investment...
