The New Features Of Rural Surplus Labor Force And Its Microscopic Reasons

The problem of labor shortage began since 2004, it is increasingly becoming a hot research among many economists because it occured as a counter-example to the tide of Migrant workers. The rural surplus labor were released from farmland then raged toward the town for businesses after the 1980s in China, with China's population policy continuing to loosen restrictions on movement.China's urban industrial has made great achievements after reform and opening up, which obviously thanks to the contribution of rural workers in the labor market. The fact that income gap between urban and rural are growing illustrates the peasant workers get disproportional benefits form economic growth. So migrant workers are trying to use voluntary unemployment to protest the dissatisfaction of the disparity about the cost and income. There is a lot of research about causes of the "labor shortage" problem by many scholars, but most of the research were remain to search the causes from the behavior of one general of migrant workers' decision-making. As times goes by,we must notice that the number of rural workers has evidently evolved into two generations of peasant workers with completely different character traits.In this paper, the similarities and differences between the two generations of rural workers are carried out in front of readers by comparative analysis, then the readers can get new understanding the personality and characteristics about the new generation rural workers and find the reasons based on the change of the utility by the individual Selection. Innovation of this paper is that it is connected the changes of the new generation rural workers'utility and the labor of reducing supply.It is necessary to use theoretical tools for academic research and analysis.This paper attempts to explore the phenomenon of "labor shortage" from the perspective of labor economics,and try to use the individual labor supply model to find the answers why the new generation of migrant workers to change their individual labor supply decisions and how this decision to affect the curve of supply in labor market.Then at last the amount of shortage of migrant workers can be identified by combining with labor supply and demand model.Thus the conclusion can be made that voluntary unemployment which can be created by the influence of the new generation migrant workers' utility, can profoundly affect the labor market. Finally, the measures to shortage of rural workers are that whether the new generation of migrant workers or firms and government should decisively take appropriate steps to improve the situation of labor shortage, for the purpose of promoting the development of the economy to achieve win-win situation.
