The globalization of information is developing more and more rapidly since entering to new century. Therefore, there ’ re more and more opportunities for constructions of telecommunication engineering. However, the competition is also more and more fiercelyday by day. Our telecommunicationconstruction companies are under unprecedentedly big pressure when facing economical globalization. All these companies have clearly realized that production cost and modernization of management are not only affecting companyprofit, but also affecting competitive power and potential development of company. How to effectively improve company competitive power is the big problem that we have to solve immediately. American HRM scholar pointed out that effectively using human resources managementcould help companies get and maintain competitive advantages. This is a plan and method, could be realized by the employees’ effective activities. Undoubtedly, scientific human resources management is crucial to help companies remain competitive.This article is analyzing modern human resources management theory, illuminating that telecommunication construction companies change their mind, abandon old extensive management, improve human resources management applied to actual construction under new market environment, to improve company cost, progress, quality, and etc.This article is base on progress of actual construction, using human resources management knowledge, by attracting, applying, maintaining, developing, evaluating and adjusting function to manage engineering projects. Therefore, it is discussing quite comprehensively and thoroughly the impact on cost, progress and quality. It’s very useful and instructive. On one hand, it ’ s significant for human resources management of construction companies, on the other hand, it’s for China telecommunication construction companies how to improve competitiveness under big competing pressure.
