In March 1,2014 by the Ministry of human resources and the next "labor dispatch Interim Provisions" formally implemented. Of labor dispatch employment again were defined, namely all labor sent personnel only in auxiliary, replacement or temporary jobs to work, and at the same time, clear rules of "equal pay for equal work" are made. In accordance with the provisions of the dispatched workers in addition to the enjoyment of the "equal pay for equal work", labor units dispatched laborer quantity will not exceed 10% of the total amount of labor.A company is a state-owned power enterprises, institutional constraints, has been, employment mainly to formal workers, collective and services sent forms of labor. Due to the disadvantages of the state-owned enterprise personnel management, a company official work more redundancies, not qualified for the post of formal work in the proportion of larger, therefore, a company employment mainly to labor dispatched workers mainly and the majority of workers occupying the main position, in the actual work exist formal workers and labor dispatch labor serious mixed hillock. And in the remuneration, labor dispatching workers and formal workers also have a big gap. If in accordance with the labor dispatching rules, it must be a lot of repaying the existing labor dispatch work, with a corresponding professional qualification of formal workers. Way to increase labor costs, two reasons for labor dispatch great majority for children of employees and repaying will range caused by unstable factors. Therefore, a company must according to own actual situation, make reform plan. The scheme to try not to increase the cost of human resources under the premise, in order to realize the equal pay for equal work as the constraint condition, abandon the existing mode of employment for market-oriented operation, to improve the employment system, take the enterprises directly employed staff, to solve problem of different reward mixed hillock and the same post, to further promote the efficient development of enterprises.
