With the rise of the continuous development of market economy in China, the main body of China’s current labor market was rising as well, in the meanwhile, the flexible form of our labor dispatch have been used by more and more enterprises by the improvement of our labor employment system. Today, whether private or state-owned enterprises, government and institutions all realized the advantages of its labor dispatching, and they willing to use those dispatching model especially after the implementation of the new Labor Contract Law. Both the government and enterprises have found that new Labor Laws trying to avoid several labor issues like unfixed labor contract term caused by using the new Labor Contract Law. as well as both the costs and risks has been increased due to termination of contracts procedures, lots of enterprises begin to use labor dispatching. At present, as Asia’s largest power generation company, HNJT leading the way in power generation industry with its large asset size and multiple industrial layout. In order to fulfill increasingly competitive labor problems of current energy market and due to the limitation of company property itself, HNJT became the first consumer of labor dispatching. The main purpose of using labor dispatching of HNJT is to create a long-term stable development and increased profits by reduce production cost and improve convenience of management. But HNJT also involved a lot of dispatching employment problems with the continuous development of labor dispatching, these problems not only brings internal resource management issues and also makes unsustainable increasing profit to the enterprise. Company will need to solve these problems by standardized the management of dispatched workers to reduce the risk and mobilize the initiative through elevate their self-confidence by clear the essence of labor dispatch in the future. Based on the new "Labor Dispatching Regulations (2014)", the paper analyzed the existing circumstance of the labor dispatching system of HNJT scientific research enterprise, and find out what kind of problems appeared in the labor dispatching management currently and analyzed the reason of those issues. Combining with present situation of industry, the paper will also propose the improvement strategies on labor dispatching.
