A Study On The Optimization Of Shanghai 's Affordable Housing Policy

Economically affordable housing policy is one of the important means that our government uses to implement housing security and solve the housing problems for families with low or medium income. It is also an effective way for our government to perfect social security and increase citizens’ happiness. It greatly guarantees the realization of social equality and narrows the gap between the rich and the poor. Our country has launched a series of housing security policies since 1998. Represented by economically affordable housing policy, these policies have played an important role in improving the housing conditions for families with low or medium income.Besides the development, we also realize that change and improvement should be made during the planning of economically affordable housing policy. Quite a few applicants who meet the standards of entry miss the chance of enjoying this welfare policy because of different reasons, thus complaining about and doubting the implement of this public policy. It reminds the policy makers that they should be prudent and consider in the long term. Improving and categorizing economically affordable housing policy helps improve the overall working level, increase the social satisfaction of the affected people towards the policy, and realize the reasonable allocation of public resources. The planning and making of policy is the starting point of housing security. It is also very important because whether the policy can be carried out successful or meet the expected targets depends on the level of the complement of the policy.This thesis chooses some unsolved problems as object of study. These problems happened in the process of dealing with economically affordable houses in Neighborhood J District C in 2011 s to 2013 s. The thesis aims to study these problems systematically and offers some opinions for reference. The introduction, which mainly introduces the goals and meaning of Shanghai application policy of economically affordable houses, elicit the theoretical framework of public management and introduce the innovation and shortness of this thesis. The first chapter deals with the clarification of the theoretical basis and summarizes the related concepts and definition of economically affordable housing as well as the evolution of the policy. The second chapter chooses Neighborhood J District C as an example. I gather problems which happened after the policy was implemented and analyze the causes according to public management theories. The third chapter simply introduces the mature experience in other countries and offers reference for the improvement of the policy in Shanghai. The fourth chapter puts the feasibility as a prerequisite. It produces some strategies and advice for the improvement of the policy planning and also offers some food for thought for similar public policy improvement.
