| Economically affordable housing system is an important part in the process of China's urban housing system reform and housing construction, and also an important part of China's housing security system. It has played an important role in the improvement of China's urban housing system reforms, in the refinement of the living conditions in low-middle-income households, in the adjustment of the housing supply structure and in the expansion of residential housing consumption. At the same time, it has always been controversial. For example, it resulted in housing prices' dual system, its welfare nature led to rent-seeking and the low and middle-income group can't have the obtainable gains.As an imperfect market, the real estate market needs timely governmental regulation and control. Since the end of 1998, the implementation of affordable housing has contributed to the improvement of the living conditions of low and middle-income families. It reflects the Party and the government's solicitude to the low-middle-income families and promotes the social harmony and stability, but also reveals a number of management problems. In the new period, for the purpose of cope with the global financial crisis,'to maintain growth, expanding domestic demand' has become our country's current economic themes; the government has stepped up the input of protective homing project. For the first time, the low-rent housing has an more important status and more ratio of investment than the affordable housing in the housing security system. Some people think that this means that affordable housing system will withdraw from the housing security system, and the low-rent housing will be the absolute subject. The research process of the foreign housing security policy and our country-specific studies have shown that affordable housing system will not be out of housing security policy system; it has the non-replaceable role of low-rent housing. As a result, it is necessary to analyses and research the future development and policy-oriented of affordable housing. Affordable housing is not unique to China, Singapore, the United Kingdom and the United States'housing security policies have different characteristics, but some policies are very likely to the affordable housing policy. From the research of these countries' housing security policy, we can draw on the experience which come up to China's national conditions and actual situations and learn from the lessons.Local governments should design livelihood-oriented policies and change the short-sighted behaviors which rely on the land transfer payments and real estate to boost local economic growth. When the people's livelihood collide with economic development, the government should refer to improve the standard of living as the basic principles of economic development; to speed up legislation and to program the affordable housing construction plan, to protect the housing construction including affordable housing through the state coercive power; to improve management practices continually in affordable housing, particularly strict entry and exit management of affordable housing to improve management level; affordable housing should be designed to face the low-middle-income families; to build housing policy and financial systems.For the purpose of improving the living conditions in low-middle-income families and the promotion of housing equity, this article describes the general theory of affordable housing, starts from the Marxist theory of housing problems, introduces the historical background of the affordable housing system as well as its functional roles; China's construction and the practice status of affordable housing, including development process, the main contents and specific issues in the process of implementation and the impact of the new situation; by studying abroad housing security policies to draw experience and study the lessons which can bring enlightenment to China's housing security policies; at the end of the article is the thinking of future development of affordable housing, and the necessity of exist and the analysis of the direction of future development and policy orientation. |
