In recent years,the extreme climate has been increasing,the frequency of natural disasters has increased,and the types of disasters have also diversified.The social and economic hazards of disasters have been gradually highlighted.In particular,the typical contiguous special poverty-stricken areas with bad ecological environment,complex natural environment,various topographic types and mostly remote mountainous areas have the characteristics of frequent and serious natural disasters,remarkable disaster superimposed effect and predominant impact of disaster.In this context,based on the poverty perspective,how to scientifically assess the relationship between the natural disaster situation and the poverty is very important,not only for alleviating the poverty caused by natural disasters,but also for helping to promote the steady implementation of the anti-poverty strategy and the sustainable development of socio-economy effectively.Choosing the Wuling Mountain Area of the typical contiguous special poverty-stricken areas as the study area,this paper systematically constructs the comprehensive disaster condition index system and comprehensive development index system of the natural disaster based on the theory of natural disaster system and poverty.It uses the game theory model to optimize the combination of the three kinds of subjective and objective weighting methods(analytic hierarchy process,entropy weight method and coefficient of variation method)and then calculates the comprehensive disaster condition size of the single disaster and the multi-hazards in the study area.According to the relationship between multidimensional poverty and the connotation of sustainable development,it constructs a comprehensive development index system of 9 levels,a total of 32 specific indicators from the social,economic and natural three dimensions,and the degree of multi-dimensional poverty in the study area is calculated.On this basis,the coupling coordination evaluation method is used to explore the coupling relationship between natural disasters and multidimensional poverty and the specific combination relationship between them.The results show that the study of the comprehensive disaster index INDI and the multidimensional poverty index in 2012 is based on the analysis of the single disaster(flood,drought,hail,low temperature freezing and snowfall and landslide and debris flow).The extinction of drought and flood disaster is greater,which has a great impact on poverty.From the point of view of the multi-hazard of natural disasters,the relationship between the disaster size and the multi-dimensional poverty level combination of the urban and rural areas was studied.The multi-hazard comprehensive disaster size in 2011 was more moderate than that in 2012 of the total urban area accounted for about 64.79% of the total area of the study,the coupling degree of the two is higher.The coupling degree C and the coupling coordination degree D of the two show a "large dispersion,small gather" Mountain "shape distribution pattern.The coupling relationship between disaster and poverty mainly includes four types:(1)Disaster in the Hunan and Guizhou areas of the disaster(more disaster or disaster)-high poverty(higher poverty or poor)type,disaster and poverty in space There is a high degree of consistency in the distribution.(2)Catastrophe(greater disaster or disaster)-lower poverty(low poverty),the type of urban areas are mainly concentrated in Hubei and Hunan area,Guizhou and Chongqing area is also slightly distributed.(3)Less disaster(small disaster)-high poverty(higher poverty or poor)type,mainly in the Hunan Area,Hubei Area slightly involved.(4)Less disaster(small disaster)-lower poverty(low poverty): in Hunan,Guizhou,Hubei and Chongqing are distributed.
