Ecological Construction In Western Economic Analysis

With the background of Western region development and the research object of Western region ecosystem construct, the paper reviews the general situation of the fresh water ecosystem, the forest ecosystem, lawn and marsh ecosystem of Western region. From the point of ecosystem economics, by using methods of system analysis, statistics analysis, substantial evidence analysis and norm analysis, the author analyzes the present condition of Western region ecosystem and finds the direct and indirect reasons of the ecosystem environment break. Among these reasons, the direct ones are excessive development, overage population and natural eroding. The indirect reasons, the economic ones are consumption preference, external diseconomies, the shortage of ecosystem invest and the deflection of the S&T research value. Moreover, according to the characteristic of Western region and the purpose of Western region development, the article fixes the meaning that the aim of the ecosystem construction is providing the ecosystem natural cover and the public ecosystem products for the whole country.In case of the direct and indirect reasons of the ecosystem environment break and the meaning of the ecosystem construction, the thesis marks the ecosystem environment into three models according to the difficult degrees of the ecosystem comeback. The models are there kinds of ecosystems that is recovered by self-function, come backed by scale effect and resumed by artificial construction. On the bases of the above, the study goes on to discuss the tactics of the schedule, the investment, and raising funds of the ecosystem construction. Then there come the conclusions: (1) The tactic of the schedule includes three points, firstly it's prior to resume the ecosystem which is slightly damaged or urgently need be come backed, and gradual to build the item which is badly destroyed or not urgent to be recovered. Secondly it assorts with protecting, controlling and constructing. Thirdly it's veryimportant to exert the effect of natura1 law. (2) The tactic of the investment is that central government and local government should be main investors, and that should try best to encourage and allure private sector to be the investor. (3) The tactic of the funds' raising is to open up new fiscal income— environmental protection tax, green tax ecosystem consumption tax and green government bond, to encourage private sector as the listed company to collect funds by securities business, and the other . ways that establish the policy bank for Western region development and issue ecosystem lottery etc.For insuring the smooth implement of above various strategies, the thesis carries on to argument and suggest the needing of the policy and systems that government should provide. There are the suggestions: (1) Government should guarantee that the market mechanism predominate the function in ecosystem construct. (2) Building up the mechanism of environmental protection lawmaking, judging and monitoring. (3) Perfecting fiscal policy to impose environmental protection tax, green tax, ecosystem consumption tax and publishing the green government bonds. (4) Perfecting financial and monetary policy to establish the western region bank of reconstruction & development, to consummate securities business. (5) Protecting the intelligent property right and strengthening the research devotion.By the logic method the paper demonstrates the Western region ecosystem construction's meaning, strategies and the needing of policies that can be the guidance of development direction, ecosystem construction, the adjusting and optimizing of industrial structure and private investment of Western region. This is the practical meaning of the study.
