Facing with more and more serious competition,Chinese telecom companies must update their thought and take effective measures to enhance their market competition strength.As one of the four biggest Chinese telecom companies,although China Netcom Group(CNC) has obtained great achievements after a series of reform,it still has some problems in its management,such as organization structure,stimulation mechanism,performance management.Organization structure defines enterprise's operation process and management level. According to the modern theories and methods of human resources management, this article analyzes the current situation of CNC'S organization structure, stimulation mechanism, performance appraisal seriously, dissects the problems & insufficiency which these three management mechanism exists, and proposes improvement measures & suggestions then.Organization construction defines enterprises'revolution flow and management level. This article analyzes the organization structure of CNC group and its branch companies from transverse direction and lengthwise direction, makes fundamental judgments on its organization.In modern society, companies should take people as the foremost. This article expounds the current situation of CNC'S stimulation mechanism, analyzes problems and reasons why problems occur, raises specific suggestions on how to improve it.Performance appraisal is essential in modern companies. Effective performance appraisal will provide management decision with decisive appraisal materials, improve enterprise's feedback function. According to the achievements of modern performance appraisal theory, this article analyzed CNC'S running situation thoroughly, summed up experience, discovered its insufficiency, proposed further improvement measures and suggestions on the problems.As the important constituents of business management activity and subsystem of business management mechanism, the above three parts contact each other closely and affect each other mutually. Organization structure provides stimulation mechanism and performance appraisal with premise and objective. Stimulation mechanism and performance appraisal provides references for organization management. Stimulation mechanism enables performance appraisal to have regulations to abide by. Performance appraisal causes stimulation mechanism to seep into company's daily management. Therefore, in our concrete work, we should take the coordinated utilization of above three mechanisms into consideration, Enhancing the management ability of our telecom companies is of the most great importance.
