Baotou City Development Strategies For Poverty Reduction Planning Studies

Eradicating poverty is the common undertaking of all human beings and also a major issue challenging China's economic and social development In the last few years, income betwin city and country pulls continuously big, the decline of the marginal profits of all sorts of government anti-poverty investments is most serious. This undoubtedly imposes the necessity to improve the current development-oriented poverty reduction model as well as adjust the poverty-reduction strategy.In this dissertation, the author, who hypothesizes that development-oriented poverty reduction model is most optimum in efficiency on condition that BaoTou government implements a long-term development-oriented anti-poverty strategy, take how implement efficiently model of the strategy as his study object m the light of the theories of strategic management, and the theories of developmental ecnomics, interest group, game and power distribution, by employing means of normative analysis, system analysis, participatory observation,and methods of induction and abstraction based on a series of positive analyses of the poverty reduction practice and experience in rural BaoTou, Set up an opposite anti-poverty strategy frame completely.Based on an elaborate analysis of the internal and exterior environment of poor region in BaoTou, the anthor mink that centralized and decentralized decision-making in the decision-making system is the premise; restructuring and enhancing the efficiency of the transferring system is core; building the reception system governance and beneficiary capacity is the key and establishing and perfecting the monitoring system is the guarantee. The author further put forward four concrete strategies of BaoTou(poverty-reduction strategy of culture, technology, service outputs and industry).The systematic analysis of rural development-oriented model in this dissertation is important in both theory and practice.It offers guidance to improve the development-oriented poverty reduction model in rural and enhance its efficiency.Meanwhile,It can also be served as a good example for constructing and refining the poverty-reduction strategy in other region. From it, strategic management can also find a case for studying.
