About Zhuhai Regional Owned Assets Supervision And Thinking

At present, the state owned assets take great percentage and playimportant role in our economy. However, some disadvantages lead to the stateowned assets performance can not meet the standard. How to regulate themanagement system of state owned assets and increase the value becomefocus in both the theory and practice field.Now all level of governments take great effort in the matter of improve thestate owned assets performance, by establishing and complimenting theregulatory system. Zhuhai as one of the special economy zone has alwaysbeen paying great attention in the process of state owned assets management.With the consideration of Zhuhai situation, Zhuhai State Owned AssetsManagement Administration has brought many useful practices in current work.This paper is just using the great background together with author's dailyworking experience to analysis the current situation and brings newconsideration into the work of state owned assets management.First of all, this paper reviewed the state owned assets managementhistory from 1999 to 2004. In this period of time, Zhuhai State Owned AssetsManagement Administration has transformed from One Committee and ThreeBureaus in 1999 to State-owned Assets Supervision and AdministrationCommission of Zhuhai in 2004 on the back of State Owned-assets RegulatoryOrdinance. By the review, the author found that the problems in regulatorysystem, administrative management, management level, state-owned assetsrevenue, ownership diversification, using capital market.By reviewing the previous literatures, the author sums up the illuminationto state-owned assets in different tides of management and economics theoryand conclude the directing theory for Zhuahai state-owned assets management.The author hopes that state-owned assets can increase value and make morebreakouts in some key area and process to intensify the state-owned assets'effect in economy. Zhuhai should take industrialized as the main line of itsdeveloping and make some breakouts in infrastructure construction in order toset good example to other cities in the Pearl River Delta. At the same time, thispaper gives out some suggestion for improving regulatory by systeminnovation, organization innovation, and technology innovation.
