Land resources are basic for humankind to exist and develop. Along witheconomic development, more attention should be attracted on the environmentalproblem of land change, especially change in constructive land and cultivated land.Dynamic Monitoring of the land use change is an important tache to solve thisproblem reasonably. In order to manage land resources better, Shandong provinceplaned to establish a prolonged project on remote sensing dynamic monitoring systemof land use, and selected Jinan City as experimental unit.This investigation was designed to develop a monitoring system, which can fit inwith Jinan city. By dynamic monitoring technique, we compared several imageprocessing methods (technical route, data processing, information extraction, databaseconstruction, cartography and stat, etc.), formed an operable technical route forremote sensing monitoring, which will provide a technical basis for carrying ongenerally dynamic monitoring of land use in Shandong province and will obtain thechange data of land use in Huaiyin district of Jinan city.The dynamic monitoring of land use was carried out by SPOT5 Satellite imagein Huaiyin district. The image data processing and the change data extraction wasprocessed in PIC, the results were repaired and applied in database construction byMapinfo. The investigation analyzed several methods in the process of dynamicmonitoring of land use such as geometric rectification, image fusion and enhancement,change data finding and extraction, and so on. The investigation evaluated the route ofdynamic monitoring of land use, and indicated that the method was reasonable. At last,the driver factors brought land use change in Huaiyin district of Jinan city wasanalyzed by statistics and conclusion.The result of research indicates that:(1) The technique flows of the dynamicmonitoring of land use change of Jinan city include 6 taches: data collection, dataprocessing, information extraction, field operation revision, change informationdatabase construction, cartography and stat.(2) Geometry multinomial correction canmeet the requirement of geometrical precision in flat region;Carrying on densitydivision processing to the interpolation image is easy to find and distinguish thechange information;The difference main ingredient method and the spectrumcharacteristic variation method are more accurate, it is simple to operate, moreaccurate, and includes many change information when the two methods combine;Without GPS, we can measure area on-the-spot through investigation in the field bythe big scale topographic map.(3) The rate of accuracy of interpretation is 91.9%, theattribute error of interpretation is avoided basically through field confirmation, areaerror is not more than 15%, the monitoring precision accords to the requirement.(4)The land use change in Huaiyin district of Jinan city indicate: The land use change ofHuaiyin district mostly occurs in the city and countryside intersection, mainly inconstructive land;The constructive land expanded by engrossing the cultivated landprimarily;The central driving factor is the development of urban and ruralconstruction.
