With the entering of WTO and finance globalization, The competition between state-owned banks and their foreign counterparts and new stock banks is primarily the competition in human resources. The present employment mechanism of state-owned banks cannot apt for the need in talents competition to some extend. The reason is lacking of effective humanincentive mechanism. Foreign banks and new stock banks attract a great number of excellent financial talents of our state-owned commercial banks based on its advantage of incentive mechanism. The laggard incentive mechanism of our state-owned commercial banks has become the neck of restricting its reform and development. Therefore , it's of realistic significance for state-owned commercial banks to construct a scientific, sound and efficient incentive mechanism.This article researches the state-owned commercial bank's incentive mechanism using the enterprises' incentive theory and the incentive mechanism mode, focuses on the present situation of our state-owned commercial banks' incentive mechanism to make research on the construction of state-owned commercial bank's incentive mechanism for Chinese banks' reference.First, this article points out the meaning and background of the research, then, this article analyses the incentive principle and it's mechanism, at the same time, it also analyses the researches about the incentive problem of our state-owned commercial banks in our country. Then, the article analyses the present situation of state-owned commercial banks' incentive mechanism, which concentrates on the main problems and analyses these problems. These existing problems in human incentive mechanism of state-owned banks mainly conclude salary incentive, promotion incentive, training incentive, and so on. The author also analyses the bad effects leading by the unsuitable incentive mechanism and the necessity of improving it. On these bases, the article researches the construction of our state-owned commercial banks' incentive mechanism,. Based on the analyses of it's theory principle, according to the characteristics of state-owned banks and talents required, emphases that banks ought to inspire the key talents necessary. Aiming to the normal employees, the banks should primarily reform the original salary structure, implementing performance salary and establishing more efficient competition mechanism in order to realize the effective flow. Then, the article discusses the incentive mechanism of Construction Bank of China, and rovides corresponded suggestions. At the end of this article, a conclusion is provided.
