On the basis of analyzing the current situation in Port Logistics Center, this article discuss the distribution of the port logistics center from two aspects: full container load (FCL) and less than container load (LCL). In the overall arrangement of the FCL, according to the diversified characteristics of goods at present, Genetic Algorithm was put forward to realize the casing goods to maximize finally. Because of the customer to be only in FCL, this paper uses Dijkstra Algorithm to apply for this direct transportation. In the distribution of the LCL, according to the requirement higher in the service time about customer at present, the Vehicle Routing Problem with Time Windows (VRPTW) was discussed especially. Based on the outcome of Improved Saving Method, this article utilize the characteristic of 2-opt* and or-opt in keeping the service order in time windows to divide line and optimize between Soft and Hard Time Windows. Using the model and algorithm in this paper, we can calculate out different distribute route according to different request about service time by changing penalty function values. It has a certain of reference value in making distribute scheme of Port Logistics Center.
