Shanghai Cooperation Organization: Regional Cooperation, A New Model

Shanghai Cooperation Organization is one regional international organization set upby China,Russia and Central Asia countries. Its setting backgrounds are economicglobalization rapidly advance. Its appearance, come to say to the security anddevelopment of China, Russia, Central Asia, even to Asia and the world, all have greatmeanings. This dissertation takes evolution of Shanghai Cooperation Organization asthe main thread, and carries on research and discussion from the fundamental state,the cooperation aspects among member countries of SCO, "The Spirit of Shanghai",and development prospect of this organization separately. The thesis includes theintroduction, text and finis.In the introduction, the dissertation has been described on the meaning, purpose andresearch approach of this selected title mainly, especially analyzed the researchdynamic status both at home and abroad. On this basis, the thesis has confirmed thevisual angles of studying Shanghai Cooperation Organization, namely its theorymeaning, realistic meaning.Chapter one of the text is the first part of this dissertation, has discussed thefundamental state of SCO, especially analyzed its establishing background,development progress,tenet, principles and structure.Chapter two analyzes the evolution of Shanghai Cooperation Organization mainly.Shanghai Cooperation Organization has developed already for 10 years fromShanghai Five to so far. During these 10 years, the main cooperation of thisorganization has gone through two times: from seeking border security to allying onanti-terrorism, from allying on anti-terrorism to strengthening economic cooperation.And its cooperation to ally on anti-terrorism was realized through Shanghai Fivebeating "three forces". Allying on anti-terrorism and strengthening economiccooperation are main topics since the establishment of Shanghai CooperationOrganization. With the formal setting of the anti-terrorism center of ShanghaiCooperation Organization, alliance on anti-terrorism is undertaken mainly by thiscenter. It makes member states of SCO have more energy to discuss the question ofstrengthening economic cooperation.The third chapter of this dissertation mainly discussed "The Spirit of Shanghai". TheShanghai Cooperation Organization is guided by "the Spirit of Shanghai", which is abrand new conception of international relations;it includes new security conception,new relations among nations and new pattern of regional cooperation. It ownsimportant meanings both in the aspects of practice and theory.In the last chapter, it was mainly discussed for the prospect of Shanghai CooperationOrganization. In the development progress of SCO, it faced many difficulties andchallenges, from both outside and inside. In order to solve these difficulties andchallenges, some constructive suggestions was brought forward.In the finis, this dissertation made the conclusion that the SCO initiated a new modelof regional cooperation, which includes meanings of two aspects. One aspect is thatthe SCO initiated new cooperation fields, which had been discussed in chapter two;another is new international relation spirit--"The Spirit of Shanghai", which stands fornew security conception, new cooperation model and new national relations.
