Research On The "Shanghai Paradox" In The Economic Development Driven By Technological Innovation

In recent years,Shanghai has achieved the goal to keep a high economic growth with a sustained increase in its R&D investment.However,compared with Shenzhen,there is a long way to go in terms of indicators reflecting the strength of scientific and technological innovation,which can be called the "Shanghai Paradox" in scientific and technological innovation.This paper describes the "Shanghai Paradox" from the aspects of Shanghai total factor productivity growth,PCT international patent application,GDP per square metre and per capita GDP,and verifies the existence of "Shanghai Paradox" through grey model analysis,correlation analysis,linear regression and Granger causality test.Although phenomenally,"Shanghai Paradox" has some similarities with "Swedish Paradox" and "Solo Paradox",the root causes of "Shanghai Paradox" lie mainly in the inadequate market-oriented reform in Shanghai,the widespread administration and the excessive dependence of local economy on real estate,which not only make it difficult to carry out in-depth cooperation between government,industry,University and research based on market mechanism.It also makes state-owned enterprises,private enterprises and other innovative subjects lack of innovation willingness and innovation ability.The key requirement of the third industrial revolution or the new industrial revolution based on ICT for the mode of scientific and technological innovation is that enterprises intervene in basic theory research and take the lead of leading enterprises to form various scientific research alliances,thus forming a multi-level collaborative innovation network.This requirement has been proved by the the experience of the United States of America out of the Solo Paradox and the experience of Silicon Valley,Atlanta and Shenzhen.It seems that the "Shanghai Model" which emphasize the affect of "Government-led","National Team" and "International Team" in scientific and technological innovation can hardly meet the development needs of the new scientific and technological innovation model.It is urgent to generate a foundation for the formation of a new scientific and technological innovation model through deepening reform.This paper suggests that we should further promote market-oriented reform so as to integrate the stock resources and incremental resources of scientific and technological innovation in Shanghai;further consolidate the development basis of Shanghai's real economy,sothat Shanghai's policies can rivet the main line of scientific and technological innovation;further promote the development of self-developing social organizations,so that Shanghai's political,industrial,academic and research resources can be integrated and led;make the expansion of collaborative innovation network at the same level,so that the internationalization of Shanghai's new ventures can be further promoted,and to make Shanghai's local enterprises have a place in the global high-tech industrialization.
