The Opportunities And Countermeasures Of Sichuan Province Open Economy Development Under The Background Of “One Belt One Road”

The current international environment is complex and changeable,and the “inverse globalization” trend and phenomenon arise continuously;the development of the domestic economy is in the “new normal” period,and it is imperative to promote steady growth,structural adjustment,and reform;these are challenges for the development of open economy in Sichuan Province.Since the 18 th National Congress of the Communist Party of China,the whole nation greets the new tide of a round of the inland cities opening up,Sichuan,as an inland province,is also actively seeking the development of open economy.“One Belt One Road” as a new path for China to conform to the globalization trend,as the highest national development strategy,it broadens a new space for Chinese opening up,and also provides new opportunities for the economy development of Sichuan Province.This paper sorted out related researches and theories on the open economy,“One Belt One Road” strategy and open economy development under the background of“One Belt One Road” at home and abroad.It dialectical analyzed the open economy development status of Sichuan Province through detailed data,found that although the current open economy of Sichuan Province had achieved good results in foreign trade,internal trade,investment ability,foreign investment,tourism trade,there were problems,such as the quality of foreign trade development needed to be improve,foreign trade scale was not large enough,the structure was not optimal enough,the foreign investment cooperation needed to be strengthened,the competitiveness of foreign trade enterprises needed to be improved.And then it employed the SWOT analysis to analyze strengths,weaknesses,opportunities and threats of developing open economy inSichuan Province under the background of "One Belt One Road",the opportunities in Sichuan Province brought by "The Belt and Road" will be analyzed in this paper,including being beneficial to opening up a larger market,enhancing its regional strategic position,improving the province's transport miltimodal transport system,accelerating the pace of constructing Chengdu as western foreign communication center and realizing international capacity cooperation..Combined with problems arising in Sichuan Province open economy,this paper applied the SWOT analysis results to countermeasure analysis of Sichuan Province open economy development.Finally,it put forward the following countermeasures : under the background of “One Belt One Road” Sichuan Province could optimize open economy development environment making use of "One Belt One Road" environment;merge into “One Belt One Road” to improve opening up level;link up "One Belt One Road" to strengthen regional cooperation at home and abroad;make use of “Belt and Road Initiative” to achieve coordinated development of provincial economy;and strengthen training of foreign trade entities,and improve the transnational management ability of foreign trade enterprises and Countermeasures.
