As economic entities that exist just for some economic goal, enterprises cannot do without performance evaluation activities that are always considered important during entities' operations and are often utilized to measure the fulfillment of goals and the contributions of departments, teams and individuals, to judge the effectiveness of each action upon goals.The thesis describes the Balanced Scorecard(BSC) , a performance valuation method, which swept quickly over the U. S. in the 1990s. Its core is to evaluate performance-improve performance and strategic implementation - amendment by means of the interaction among such four factors as finance, client, internal operational flow and-study and growth and consequently: a strategic track can be illustrated. So the Evaluation index of the BSC embodies both financial indicator and non-financial factors such as customer satisfaction, inner operational process and study and growth, etc. and makes those non-financials plays together as "future driving gear of corporate financial performance" . Both financials and non-financials, as the results of decomposition from top to toe, come from corporate strategies, and then a two-way cycle of formation and improvement between strategies and goals come in to being. The BSC not only provides enterprises .with a systematic framework of innovative performance valuation, but also brings up ideas and ways of the systematic combination of corporate strategies and performance evaluation, and the BSC makes the performance evaluation system a part of corporatestrategic management as well.The article analyses in detail four evaluating indexes of the BSC on the basis of the BSC theory and model and the summary of overseas studies over the BSC, and expounds the enforcement process and principle of the BSC. Make use of the AHP to carry on lining up the preface to endow with the value towards evaluating the index sign, to make the evaluation more scientific and help to resolve the index sign faintness problem in the evaluation process.The author lucky participated in the Design of small company. From the collection of data to establishment of the strategic target, the author participated in the project.And the author researched and analyzed the BSC of a small company through her practical studies in which a factual BSC was designed according to the true Conditions of the company. The author use BSC to explain and confirm the prospect and strategy of the company and analyze the relationship of its targets and measures, then combine performance evaluation to corporate strategies at last, the article explored the importance of BSC and its good prospect and the necessary conditions for our enterprises to apply it.The aim of this study i s^ to introduce complete series of managing tools which can be used to practically help our enterprises -upgrade strategic management, improve corporate performance and strengthen their key competitiveness?...
