As the deepening of reform for state owned enterprises, the socialistic market economy system is being established. The managing mechanism is transforming in order to build a brand new system for modern enterprises. Thus the administration is confronted with the task to modify the old mode so as to adapt to new environment. Enhancing and innovating the administration is the key to optimize the internal management, to adjust the enterprise to market economy and new systematic transformation. So it is vitally important to increase the enterprise's energy and to develop market economy.Started from the variance and innovation which administration experienced in state owned enterprises reform, the problems existing in each aspect of present state owned enterprises administration and the confronted challenges are analyzed. Points are mainly focused on how to change the old notion, how to employ advanced managing methods to further reform the administration of state owned enterprises, so as to make themselves meet the requirements of modern enterprise, how to assort with the managing policy of state owned enterprises, how to utilize modern information technology to constitute scientific human resource management, how to found a splendid managing troops to bring the administration into fully functional.Put under the background of state owned enterprises reform and internationalization, the enterprise administration is subdivided into managing policy, human resource management, the employment of information technology in managing, the construction of managing team, and the electing and appointing of leader. It is discussed how to make administration match the requirement of reform, so as to prepare the enterprise for various actions, also it is necessary to have the enterprise organized so that the enterprise could better prepare itself for internationalized challenges.In present research on enterprise administration, the requirements and strikes to administration raised by enterprise management information system are rarely mentioned.
