Human resource management system could be built by means of subcontract, cooperation and self-develop. For the purpose of reducing the cost of developing and maintenance, SF Institute builds its human resource management system itself. Building Human resource management system is complex system engineering. Many factors affect the success of the building human resource management system, such as resource, program, schedule, quality and risk. Therefore, to assure actualize the mind of human resource management into a practical product, it is vital to sufficient management by applying modern project management theory.In this report, there is a detail discussion on how to build human resource management system by means of project management. The discussion is based on the analyzing of the current situations of SF institutes, human resource management and information system related in human resource management. The discussion is focus on the process of project organizing managing and actualizing of SF institute's human resource management system .At the beginning of this report, the current situations and problems of SF institutes human resource management and information system related to human resource management are discussed. The problems are non-unification of data, irregularity of process, imperfection of management and complication of procedure. By the solution for the exit problems, from the aspect of strategy of humanity orientation, target management and all personnel participation, the necessity of building a human resource management is analyzed, and the building plan is determined.The project organization and management, project manager selection and evaluation, project group construction and energizing are also discussed in detail. The regular management process is introduced by project operation organization structure. The management process serve the project, the decision making right of the project manager is emphasized to optima the information procedure, reduce step of information transfer and decision making. The conflict is solved, among the target, resource and interest of project group, and between project group and other department. It makes the project run more smoothly to energize the project group materially and spiritual through system and humanity construction.The implement of SF Institute human resource management system is introduced specially in this report. Through describing four steps of project implement, explain how to apply project management to human resource management system building. The project actualizing process is introduced by the detail introduction of six steps of the project, start, plan, control, complete, risk control and project evaluation. Considering the project implement is in an actual business circumstance, incredible even might happen, therefore, a changeable program is in consideration. The risks in the procedure of the project implement are also analyzed. There are four risks, technical risk, progress risk, personnel risk and performance risk. The characterfully risk control measure is provided. After evaluating the project implement by the project target, it proved that the human resource management system meet the demand and reach the project target sufficiently.Finally, the report also evaluates the method to apply project management into building human resource management system, it indicates that it is an application of new management theory and method adopt by a traditional business. It is applicable to business management renovation.
