In the development of software enterprise, process factor becomes the key restraint of software quality and productiveness. The capability of software developing depends on the software process of the enterprise. If software process is conforming to the standard and software process capability is mature, the development of software is assured. According to a host of facts, technology or tool is not the key factor of affecting software developing capability. In fact, software process determines the quality of software and controlling to cost and schedule.
