Recent years, telecom industry appears to start slowing down its growth speed. However, data services take an increasingly important position in telecom revenue. And most of all, with the landing of 3G mobile communication system, data services especially those related to mobile phones has become the focus points of telecom industry. Mobile media which is called the fifth media is commended to be the next killer application due to its characterizes of portable and access to the network at anytime, anywhere.Mobile video service in this paper is not just means watching TV on mobile phones. It is a kind of mobile video application based on mobile communication network which using cell phones with operating system and video function to transfer service between phone and phone or phone and Internet. This paper also gives classification method of mobile video service based on interaction, customization, integrality and real time traits. Now the development of mobile video is restricted by four key factors: technique, regulation, price and business model. But with the progress of time and technique, this will be all resolved.Nowadays, many operators in the world have carried out mobile video service. Among them, Korea and Japan developed the best. Mobile video in European and American also received increasingly recognition. In China, China Mobile and China Unicom have taken on some trials too to gather operating experience in future 3G networks. The brand of China Mobile data service is Monternet. It through the business model of dividing the work and cooperating with the partners and share the benefit to growth from zero to a maturity data service brand. It transferred its operation mode from the early mode to the GPRS mode, gathered valuable experience of operating in an operator leading value chain. Compare to Monternet, Unicom's BREW mode focused on the Qualcomm who is the only intermediary between operators and application developers, which limited the development of the whole industry.History indicates that the development and growth of new mobile data services can not leave the leading and supporting of operators. Operators should take a core position in this industry. This paper using Intermediaries theory to find out that operator has the following three functions in data services: decrease the transact cost, prevent the adverse choice and restrain the moral risk.
