Reform Of China's Cotton Quality Inspection

Cotton quality inspection system is an important part of the circulation system of cotton, and it is essential for guaranteeing the quality of cotton, increasing efficiency, strengthening the country's macro-control ability for the cotton industry, and its role is irreplaceable. China's national conditions decide the regional characteristics and wide variety of cotton. At the same time there are many other kinds of problems. Therefore, further implementation of the cotton quality inspection system and to address practical problems arise are particularly important. Xuchang city is as one of prefecture-level cities in the country's major agricultural province of Henan, and its role of agriculture can not be ignored. In this context, this paper uses Xuchang city as an example, and analyzes the reform of the cotton quality inspection.This paper analyzes the reform system of cotton quality control in Xuchang by the method of quantitative analysis and qualitative analysis. And based on the analysis of the problems in the reform of China's cotton quality, the paper explores the model and mechanism of cotton quality in Xuchang. In the process of study, theoretical study is combined with the measures, and general research is combined with the typical research. The paper analyzes the problems by the method of comparative study, survey analysis, co-ordinate induction methods. In the study, the content system starts from cotton quality, characteristics, historical development process and the method of cotton quality inspection system in United States, Brazil, Australia and other countries. Combining the objectives of reform, phase tasks, the effectiveness of the implementation and existed problem of cotton quality inspection in China, based on the current situation for the cotton industry in Xuchang, the reform of the process and influencing factors of Xuchang were analyzed. And further idea of improving the reform of the cotton quality testing and to promote the reform of is proposed. The idea includes:the tilt of non-cotton support policies on the main producing areas; to adopt a common type of cotton bags to reduce the threshold of just testing; encouraging cotton processing enterprises to improving the standardization; standard cotton processing markets by administrative and economic means. Xuchang city is improved by a scientific management system, the perfect investment mechanism, harmony mechanisms, reasonable security mechanisms and comprehensive guaranteeing mechanisms. The innovation of the paper is to focus on understanding of the importance of the cotton reform system, analyzes the impact of reform on China's non main cotton producing areas, and proposes the corresponding response combined with the actual situation in Xuchang. And the idea has a reference for the theory and practice of the reform of the cotton quality testing.
