Nowadays, tourism industrial policies and codes in our country have not yet matured. Tourism in minority areas is a kind of new industry within a particular economic and social environment. The process of tourism development has some negative effects such as environmental destruction and the loss of local culture. These problems have had a serious impact on development of the tourism industry in minority areas. In light of these problems related to development, research on tourism industrial policy and relevant measures should be strengthened. From the point of the social development of minorities, this dissertation analyzes the impact of tourism on minority areas and from the standpoint of scientific development, seeks to understand the troubles faced by local peoples who are participating in tourist development. This dissertation is comprised of five parts.The first section introduces overseas research on the problems of communities participating in tourism development, then summarizes economic policies and related research and proposes the significance of the dissertation.The second part is a theoretical discussion of the concepts, functions and manifestations of policy, including a brief account of the characteristics, principles and meaning of ethnic policy in our country. This dissertation is targeted at industrial policy and analyzes the theoretical basis of policy in minority areas.The third section discusses special factors for establishing policy and analyzes existing problems of related tourism policy in minority areas.The fourth part constructs a frame for policy directed towards minority areas participating in tourism and puts forward solutions that promote and ensure community participation in tourism.The final section provides a summary and advances the future direction of research on existing problems.
